I use borderless and it doesn't do that. I need to alt tab to move my cursor to my second monitor. You can press F9 and it lets you move freely between windows and league. It's supposed to keep the mouse inside the game window, unless you press F9 to allow it to exit the game window, but if you did that then you'd be seeing a red border.
So my main issue when playing league of legends is camera control, often I'll be playing a champion who has skill shots or abilities that have really long ranges and have a hard time using them to their full extent, particularly when I'm on the right/top side of summoners rift and the enemy is playing tower and I know I can hit them but I can't see them and can't move my camera fast enough to

Your cursor will always move accordingly to your mouse movement, while acceleration is pretty much self explanatory - your cursor moves faster the swifter you move your mouse. In League I'd say play with whatever you feel most comfortable with, unless you also play games that gives you an edge with mouse precision like CSGO or Osu! Simsons2.

You somehow turned target champions only on, look to see what key bind it is on then click that key and your cursor will return to normal. I acquired a 4k monitor around 2 years ago for work, and playing league on it is constantly frustrating because it's impossible to see where my mouse pointer is half the time to aim skillshots unless I downres to 1080p, which means that I need to deal with a solid second or so of black screen every time I alt + tab even on a I often have the same problem, but about the 7-8 seconds thing, to fix that, change the resolution of your game on the video tab to that of your computer's set resolution. You can check your cpu's resolution by right clicking the desktop and opening your resolution settings. Actually you are wrong.
